Shenzhen caps new car plates.

Shenzhen reserves 20,000 license plates a year for electric cars. That is a fifth of all new car registrations which were recently capped at 100,000 to fight air pollution. If EV demand surges beyond 20,000, the allowance can be adjusted anytime.
